Established in 1992, EiB has evolved over the last 30+ years into a team of hands-on, highly experienced bid consultants who work efficiently under pressure while building excellent client rapport and delivering positive value-for-money outcomes. We support Tier 1 and Tier 2 clients with strategic bid support, to secure and retain contracts, with an average 80% or higher win rate. Throughout the bid process, we constructively challenge our clients to strengthen their strategies and write compelling bid responses.

Key sectors

We have supported clients across the highways sector with a range of contracts, from National Highways and local authority contracts to major road infrastructure projects. This includes all road and tunnel packages for Lower Thames Crossing, the A465 Heads of the Valley, the A417 Air Balloon roundabout, the M8 in Scotland and National Highways’ maintenance and response contracts.

Our experience in the rail sector spans CP5, CP6 and CP7/8 and includes major alliances and infrastructure projects. We have supported some of the largest and most iconic projects in rail, including the Ordsall Chord, Edinburgh Trams, HS2 Curzon Street and all major HS2 packages from early enabling works to slab track and design and delivery partners.

We have a 90% or higher success rate working with clients in the health sector. Our involvement in health contracts ranges from enhancing the operating model for 0–25 Durham Family Health Services contracts in North East England to establishing a GP federation in Brighton and Hove and creating new GP contracts, working with ten GP practices to bid for additional services.

During AMP6 and AMP7 periods, we have helped clients secure contracts for utility companies such as Severn Trent Water, Yorkshire Water, Thames Water, Uisce Éireann (formerly Irish Water) and Scottish Water. We have also supported clients in bidding for network enhancements, such as new overhead cables, providing new grid connections for National Grid and facilitating the movement of electricity across the UK.

Aligned with the government’s plan for cleaner energy sources and goal to achieve net zero by 2050, we have worked with clients across the renewables and nuclear sectors. We have supported client bids for government funding in green hydrogen and major renewable projects such as the Coire Glas pumped hydro storage scheme, Morgan and Mona offshore wind farms and the Torness nuclear power station.

We have helped clients in the defence sector to secure contracts such as the construction and maintenance of the Defence Infrastructure Organisation’s facilities at Faslane, the management of military base housing and multibillion-pound Ministry of Defence contracts for commissioning clients, such as Defence Equipment & Support and foreign airfields. We have also undertaken the role of expert witness for the Ministry of Defence in public procurement.

Public procurement in facilities management contributes £13 billion to the UK economy. In view of the government’s aim to enhance lives, enable success and ensure value, we have supported clients to secure facilities management contracts. Our successes include the University of Exeter’s Clydesdale and Birks Residential Project, a campus development scheme involving building more than 1700 new student accommodation rooms.

Over the past decade, we have supported clients in securing places on construction frameworks such as the £1.6 billion Pagabo Civils and Infrastructure framework and the £30 million Crown Commercial Service Construction Works and Associated Services framework. These frameworks have a key focus on delivering social value and leaving a legacy for local communities, including generating jobs, offering training opportunities and growing local businesses.
