The opportunity
EiB helped its client secure a place on the £1.6 billion, UK-wide Pagabo Civils and Infrastructure framework. The framework includes various work categories, such as highways, rail, air transport and water infrastructure. The framework procurement model encouraged many bidders, with each lot separated into four categories depending on project value. The lots ranged from £500,000 to more than £100,000,000. Our client is one of the UK’s leading infrastructure companies, with expertise in a variety of sectors.
EiB approach and involvement
We provided continual professional support throughout the bid, collaborating with our client’s bid team to develop compliant winning responses. Our work winning team comprised two strategic work winning directors and two bid writers. Together, they provided
- strategic advice and challenge throughout the development of the quality submission
- storyboard sessions to structure responses aligned with Pagabo’s requirements
- advice to the client’s subject matter experts
- management for the stage gate process, ensuring each response was challenged for its alignment with the question
- expert advice to help develop four bespoke key role CVs.
Success and outcomes
With a congested field of bidders, we needed to show what our client could bring to the table that their competitors could not. We also needed to highlight the long-lasting social value legacy our client could leave, given its prevalence in the process. We collaborated with our client to show the value of their offer, and they were appointed to the framework. It includes work lots in the north and south-west of England, Wales and Northern Ireland. They were also appointed as a reserve for the Midlands and South East London across all selected work areas.
