The opportunity
EiB helped its client win the trunk road maintenance contract for the north-east region in Scotland. Transport Scotland sought to procure two partners to deliver improved road management and maintenance contracts for the north-east and west regions. After helping our client win the south-west region contract in 2020, we provided a work-winning submission for the eight-year contract. Our client is one of the UK’s leading infrastructure services and engineering companies.

Owing to our previous success with our client, we provided strategic input, bid management and writing expertise to produce a compelling submission. This involved:
- working closely with the client team in Scotland virtually to produce a winning submission aligned with Transport Scotland’s strategic outcomes
- supporting development of the solution
- addressing and incorporating feedback from client dialogue sessions into the tender responses
- reviewing and challenging responses to continually refine the solution.
Success and outcomes
To win this tender, we ensured that our client’s tender aligned with Transport Scotland’s strategic outcomes and net zero targets. The current incumbent had delivered the contract for the previous 22 years. As such, it was crucial we showed that our client would provide an excellent, value-for-money service. Successfully winning this contract worth about £540 million is a key achievement for our client. It will see them take over the management and maintenance of the north-east network for the first time.
