In early 2021, EiB engaged with two clients to bid for respective lots in Transport Scotland’s tender for managing the trunk road network. We supported a joint venture bid for Lot 1, operating the Traffic Scotland National Control Centre, and a Tier 1 contractor to bid for Lot 2, intelligent transport system (ITS) equipment maintenance.

The opportunity

Transport Scotland procured the contract with Traffic Scotland to “inspect and improve all intelligent transport systems, transmission buildings and associated communications equipment”. There are more than 12,000 ITS assets across Scotland, and the contract covers the operation and maintenance of variable messaging signs, CCTV, emergency roadside telephones and various power and communication cabinets.

Both clients won their respective lots for a contract worth more than £6 million annually. The new contract, beginning in March 2022, further strengthens relationships with Transport Scotland.

EiB approach and involvement

For Lot 1, we provided a strategic work winning director who supported the client by constructively challenging its solution. This helped the submission to align with Traffic Scotland’s requirements and demonstrated the added value our client would bring to the contract.

For Lot 2, we provided our client with a bid director and two writers who worked closely with our client’s bid team to deliver a winning bid by

  • providing bid management and writing support
  • facilitating answer planning sessions with the client’s subject matter experts to capture content and make sure that all aspects of the tender documents were covered in the submission
  • reviewing and challenging all responses throughout the bid to continually refine and improve the final submission.

Because Traffic Scotland prioritises social value, both clients made social value commitments in their submission. For example, pledging to support local employment and skills with work experience and professional training opportunities.

Success and outcomes

Following strategic, work winning support throughout the bid process, we helped our clients refine their strategy and solution to meet Traffic Scotland’s requirements, resulting in winning submissions.

The joint venture will improve the safety and efficiency of the road network by delivering core services, such as providing traffic data management and road network performance. The Tier 1 contractor will work with Traffic Scotland to inspect and improve all intelligent transport systems.
