In 2022, National Highways procured the £1.2 billion Roads North of the Thames package of work for the proposed Lower Thames Crossing project.

EiB provided writing support to its client, a Tier 1 contractor, and collaborated with the bid team. We initially supported the quality responses focused on carbon, aligned with National Highways’ low-carbon targets for the project, before supporting further responses of the 250-page quality submission. With numerous dialogue sessions, a collaborative team effort was key to meeting the submission timescales and producing a high-quality tender that met National Highways’ requirements.

Our client will be responsible for the design and delivery of over ten miles of new highways. This involves connecting the M25 at Junction 29 and the A13 with the Lower Thames Crossing tunnel at Tilbury, Essex. Completion is expected between 2029 and 2030.
