Ørsted’s new offshore wind framework will comprise the full suite of onshore and offshore activities for wind farm projects within the Ørsted development profile
Ørsted continues to lead global offshore wind development as a major player in the market, contributing to the UK’s ongoing pursuit of net zero. We supported our client to bid for and win the opportunity to provide environmental impact assessment (EIA) and consenting support.
The opportunity
Ørsted has installed 9.9 GW of offshore wind globally, more than any other company worldwide. It has an ambitious target to increase this to 20-22 GW by 2030, solidifying its position as an industry leader in offshore wind generation.
As an existing and trusted Ørsted supplier, our client was invited to tender for this UK framework agreement, spanning from April 2025 to March 2028. It was asked to tender for all lots, which comprised EIA and consenting support from development to construction and operation and maintenance for onshore, offshore and ornithology disciplines. Depending on the project, this will include DCO, licence application, habitat regulation assessment, technical reporting and surveying support. Our client also offered additional services to the scope of works, including specialist marine services delivered by in-house experts.
This framework is UK-wide, so our client’s in-depth knowledge of all devolved planning regimes and experience delivering offshore wind projects in all UK nations enabled us to compose a compelling offer.
EiB approach and involvement
Working to a short three-week turnaround time between invitation to tender and final submission, we provided our client with a team of expert bid consultants, including bid management, bid writers, strategic review and graphic design.
Our Bid Manager facilitated a half-day strategy session with the client to understand the Ørsted request, determine win themes and map out a strong response strategy. This informed storyboard sessions that captured our client’s solution – a new tool for this client team, which was highly successful. EiB coordinated input from our client’s large, multi-disciplinary team of subject matter experts, ensuring our drafts captured the right information and evidence. Our Graphic Design Consultant supported in the final stages of production, ensuring the proposal was visually engaging and impactful.
We implemented bi-weekly catch-ups with the client team.Maintaining open and frequent communication was key to producing excellent quality responses within this challenging timeframe.
Our writers conducted peer reviews following the ‘EiB Way’. This ensured consistency between responses, resulting in a final submission that was cohesive, technically accurate, compliant and compelling.
Success and outcomes
Our strong collaborative behaviours, both internally and with the client team, enabled us to successfully produce a winning bid in just under three weeks. This was accompanied by appendices including a framework organogram, CVs and relevant certifications.
The proposal responded to Ørsted’s request for a submission and accurately demonstrated our client’s ability to deliver the scope of work. Our proposal echoed and addressed each element of the scope in its own distinct section, clearly demonstrating our client’s experience in all scoped activities.
