Our Strategic Bid Consultant John Ennis, leads our operations from Dublin. He bring decades of experience in supporting organisations tendering activities in Ireland and have been instrumental in the growth of our EiB Ireland branch.
John is also working alongside our Marketing Lead for Scotland and Ireland Jemma Ward to grow our Irish operations and support clients to win work in Ireland.

How have you been involved in Ireland-based procurement?
With over a decade of experience in procurement and bid management across Ireland, I have supported clients in the public and private sectors to secure complex, high-value contracts. My work has spanned multiple industries including transport infrastructure, water and wastewater, energy and social infrastructure. This includes leading and supporting successful tenders across frameworks and projects funded by TII, Uisce Éireann and National Transport Authority (NTA), among others. I have experience in construction and contracts management which gives me a greater understanding of the technical and practical aspects of bidding to share with our clients.
These experiences have equipped me with a strong understanding of the Irish procurement environment, stakeholder expectations and the subtleties of competitive dialogue, MEAT evaluation criteria and local policy compliance.
What has your role been in developing EiB Ireland?
Drawing from my varied background in Irish procurement, I have helped establish EiB’s Ireland branch to meet the growing demand for high-quality bid consultancy with local expertise. By combining EiB’s proven UK methodology with on-the-ground knowledge of the Irish market, we provide tailored support that reflects Irish procurement frameworks, language nuances, and cultural context.

Jemma Ward, Senior Bid Consultant and Marketing Lead, Scotland and Ireland
How have you been involved in Ireland-based procurement?
I have developed an in-depth understanding of procurement in Ireland, having supported tender development across various sectors for commissioning clients including Iarnrod Éireann, Uisce Éireann, Gas Networks Ireland and NTA. This enables me to advise our clients on the nuances of Irish procurement and provide beneficial localised knowledge.
What has your role been in developing EiB Ireland?
I have been appointed to lead the marketing for our Scotland and Ireland team and will use my knowledge of the Irish procurement markets to contribute to EiB’s growth here. Working with John, I have developed a marketing strategy and brand for our Irish operations with a lookahead over the next 12 months. I will bring my experience of developing successful external partnerships in Scotland and training via the Chartered Institute of Marketing to expand EiB’s Irish presence.
What are you excited about for the future of EiB Ireland?
I am looking forward to being a part of EiB’s continued growth in Ireland, supported by our marketing and business development strategy. I am excited to work across a further variety of procurement sectors in Ireland and continue to support our clients to win iconic Irish infrastructure contracts.
