The opportunity
For the New York Metropolitan Transportation Authority Enterprise Asset Management Framework, the commissioning client were seeking a provider to deliver asset management services across one of the busiest commuter rail networks in North America.
The scale of the network and the operational demands required a structured and reliable approach to demonstrate capability, experience and clarity of method. The commissioning client required a submission that demonstrated how the proposed service model would meet performance expectations, integrate with existing systems and support long term operational planning.
EiB approach and involvement
The process began with storyboard sessions to define how the client’s solution aligned with the requirements and how each response should be positioned. This allowed us to produce first drafts that reflected the technical strengths of the solution and the operational context of the New York network.
Our Strategic Bid Consultants reviewed all content, challenging wording and structure to ensure that the win themes were clear and consistent, and that CVs highlighted relevant delivery examples.
With a global team, we seamlessly coordinated input from experts within both the UK and US teams. This facilitated the sharing of best practice to improve the submission, with local insight from their US-based team, to demonstrate a clear track record of delivering Enterprise Asset Management successfully.
Success and outcomes
Our client was awarded the contract in 2025, expanding their international portfolio and reinforcing their capability in the North American market. The result demonstrated the value of a structured and collaborative bidding process, where external support strengthened the quality of the final submission.
