We supported our client to target nine lots on the NHS Sustainable Estates and Facilities Solutions framework agreement for the end client, NHS Commercial Services
This multidisciplinary bid, which spanned over eight weeks, required bid management and direction support due to overlapping questions and the involvement of over 20 business units. Our client’s bid was successful, resulting in a c. £500 million four-year framework, highlighting its commitment to sustainability and efficiency in healthcare facilities. This win secured the client a strategically significant direct award route to market.
The opportunity
This framework agreement seeks to establish a panel of expert organisations to assist the NHS and other public sector bodies in achieving carbon reduction goals within their facilities. The agreement aims to provide a streamlined, legally compliant procurement route, supporting the NHS’s commitment to a greener operational model and enhancing healthcare environments. It focuses on leveraging industry-specific opportunities for climate action and building resilience against climate change impacts, ensuring the sustainable delivery of healthcare services. This initiative aligns with the UN Sustainable Development Goals, promoting sustainable economic growth, health and wellbeing and supporting strategic, high-impact initiatives for the benefit of business, society and the planet.
EiB approach and involvement
We supported our client with strategic bid management and cohesive teamwork to submit a bid for nine lots. Our Bid Manager Courtney Hynes focused on fostering collaboration and building strong relationships with our client and all business units, supported by bid writers. Courtney led regular ‘leaderboard’ calls to monitor progress, ensuring all writers and subject matter experts were on track to meet the bid deadline.
Drawing upon subject matter experts across numerous business units, we crafted compliant, compelling responses that highlighted why our client should be chosen for the framework. We supported the Environmental Consultancy lot, which focused on green estates and low carbon technology.
Our Bid Director Soffia Marlin provided the client with constructive review and challenge across all lots. This involved assessing each response with the evaluation criteria throughout the review process, providing strategic advice to continually improve each response.
Success and outcomes
Our collaborative efforts led to the following outcomes:
- High scoring submissions: For the technical aspects specific to the lots pursued, the scores ranged from 76% to 100%, demonstrating technical proficiency and alignment with the framework’s objectives.
- Direct award route secured: One of the most significant achievements through this framework was securing a direct award route for our client to access government departments and the NHS. This is a major step forward in its strategic market expansion efforts.
- Strategic positioning for future opportunities: With the framework in place, our client’s business units are well positioned to engage in upcoming minimum competition opportunities, further solidifying their presence in the public sector.
