Transport for London (TfL) has awarded an eight-year contract renewal for the operation and maintenance of the Docklands Light Railway (DLR), a 40 km automated metro line that serves five London boroughs
This contract, which has an option for a two-year extension, surpasses the length of the current 7+2 year agreement. The DLR, which began operations in 1987, plays a crucial role in London’s public transport network.
The opportunity
TfL is focused on enhancing passenger experience across London. The new franchise agreement includes significant improvements such as the introduction of 54 new B23 trains with increased service frequency and further enhancements to the timetable. The scope of the contract covers comprehensive passenger operations, including the maintenance of infrastructure and rolling stock and the planning and execution of timetables based on a predetermined service plan.

Facing a substantial bid process, which required detailed 80-page delivery plans, EiB provided expert bid management and writing services. Our involvement included coordinating multiple contributors from both our client’s team and our own writers, ensuring a cohesive and comprehensive proposal. Our Bid Manager Courtney Hynes led bi-weekly leaderboard calls, which were instrumental in maintaining alignment and momentum throughout the end-to-end bid process.
